MMORPG Game Industry Anti-Addiction Self-Discipline Convention

 

To earnestly implement the spirit of the "Notice on Carrying Out Comprehensive Governance Work in the Cultural and Entertainment Field" issued by the Central Propaganda Department and the "Notice on Further Strengthening Management and Effectively Preventing Minors from Becoming Addicted to MMORPG Games" issued by the State Press and Publication Administration, resolutely prevent minors from becoming addicted to online games, strengthen industry self-discipline and self-reflection, and promote the healthy and orderly development of the game industry, the Game Publishing Working Committee of the China Audio-Visual and Digital Publishing Association, together with its member units and relevant game companies, under the guidance of the national competent authorities, jointly launched the "MMORPG Game Industry Anti-Addiction Self-Discipline Convention", working together to create a clean and healthy online game industry ecosystem. The convention is hereby issued as follows:


1. Resolutely implement management requirements and establish work standards. Game companies must raise their political awareness, strengthen their sense of responsibility, and fully recognize the importance and urgency of strengthening game addiction prevention work; they must carefully formulate specific implementation plans and detailed rules, and do their utmost to carry out all anti-addiction work; they must establish and implement a "top leader" responsibility system, ensuring thorough and continuous implementation; they must adhere to the correct orientation and organize targeted education and training for planning, R&D, and operation personnel.


2. Resolutely implement real-name authentication and accurately identify users. Game companies (including mini-game platforms) must fully integrate with the National Press and Publication Administration's online game anti-addiction real-name verification system; all types of single-player and console games must simultaneously incorporate anti-addiction settings and parental control systems, and strictly enforce real-name authentication during downloads and purchases; strict time limits and spending limits for providing online games to minors must be enforced; game products with underage users should clearly display an "age-appropriate rating" label on the relevant game interface; and the use of facial recognition and other methods to enhance the accuracy of user identification should be actively explored.


3. Resolutely build a strong security defense and resist harmful content. Strictly adhere to the bottom line of content safety, resolutely prohibiting politically harmful, historically inaccurate, obscene, pornographic, bloody, and terrifying content; resolutely resist unhealthy cultures such as materialism, effeminate men, and BL (Boys' Love); resolutely oppose the pursuit of "money above all else" and "traffic above all else," and be determined to change various rules and gameplay designs that induce player addiction; do not publish content that misleads or induces consumption; resolutely resist circumventing regulatory mechanisms and providing services to domestic users through overseas game platforms.


4. Resolutely strengthen platform management and clarify specific requirements. Game companies must establish and improve the management mechanism of their game operation platforms. Game advertising platforms must not push illegal or non-compliant game content or force users to receive game advertisements; game live streaming platforms must not set up high-value reward functions or allow minors to reward; game e-commerce platforms must not provide account rental services to minors in any form; game coaching platforms must centrally clean up illegal and non-compliant information and accounts, and must not provide services such as coaching or boosting to minors.


5. Resolutely abide by market order and eliminate illegal activities. Game companies must resolutely abide by and maintain market order; operate game products in accordance with laws and regulations, and strictly prohibit illegal activities such as operating without a license; operating entities must not be changed without approval; establish standards for verifying moral character, and must not invite illegal or unethical celebrities to endorse advertisements; resolutely resist the use of big data for price discrimination against loyal customers and the collection and use of private information to induce users to become addicted to games; strengthen copyright protection and resolutely resist plagiarism and other unethical behaviors.


6. Resolutely cooperate with reporting platforms and conduct self-inspection and rectification. Game companies should actively cooperate with the national reporting platform for preventing minors from becoming addicted to online games, and conduct comprehensive self-examination and rectification as required. They should establish and improve a response mechanism and rectification process for reported issues, and promptly address public concerns.

Game companies should strictly abide by all provisions of this convention in all business activities related to game product development, production, distribution, operation, promotion, and advertising. They should prominently display the content of this convention on their websites and game interfaces, demonstrating their social responsibility and commitment through concrete actions.
